Under Massachusetts General Law c.46 §2A, births must be reported within ten days. The record goes to the local clerk first, then gets filed with the state. Most birth records become available for certified copy requests once registered with the town or city.
Lynn City Clerk Birth Records

The fee for a certified birth certificate is $10.00 when you request it in person at the office. Mail requests cost $25.00 per copy. The State Archives holds older records going back into the 1600s. These are historical records and are not the same as a certified modern birth certificate. The state fee schedule lists current costs for all vital record types. As of the most recent schedule, certified birth certificates from RVRS cost $20.00 per copy. Local clerk fees are typically $10.00, which is less than the state fee. If speed matters, a local clerk visit is usually faster than a state mail request. Under MGL c.46 §2B, certified copies carry the same legal weight as the original record.

What Birth Records in Essex County Contain
